OSS-ICDS Forum
Shahar Steiff has been co-chair and chair of the OSS-ICDS Forum  between 2004-2011 collaborating with representatives of Wholesale Teleocm carriers towards building One-Stop-Shop Inter-Carrier-Data-Services agreements. 

ONF - Inter-Carrier Workgroup
Shahar Steiff had collaborated with representatives of Telecom Carriers and Hardware/Software vendors exploring the applicability of open networking to inter-carrier services (2015-2016).

ETSI T-Nova project
Shahar Steiff served as an external boad member for the T-Nova project building A Marketplace for Virtualized Network Functions (2014-2017).

MEF Service Operations and Technical Committee

As Chair of the MEF Forum's Service Operations and Technical Committee (2013-2017), Shahar Steiff led strategic initiatives to standardize the complete lifecycle of MEF-defined services across the telecommunications industry. Under his leadership, the committee developed comprehensive frameworks and standards across three key domains:

Service Architecture and Definitions: Established foundational standards for Carrier Ethernet, Layer 3, and Cloud services, including technical specifications, interface profiles, and reference architectures that enabled multi-carrier interoperability.

Operational Lifecycle Management: Developed end-to-end process standards covering the entire service lifecycle, from initial customer inquiry through ordering, activation, service assurance, and billing to termination. This work significantly streamlined cross-provider service delivery and management.

Service Orchestration: Pioneered standards for automated management and orchestration of MEF-defined services, enabling providers to implement efficient, scalable operations while maintaining service quality across complex multi-domain networks.

The committee's work under Steiff's chairmanship helped establish industry-wide best practices that continue to guide service providers in delivering and managing advanced networking services efficiently and consistently.

CBAN - The ICT DAO
Shahar Steiff served as CTO of CBAN in 2020. CBAN is the ICT DAO fostering innovation and collaboration towards a self-governed business automation network.

ETSI - ISG-PDL

As Chair of ETSI's Industry Specification Group on Permissioned Distributed Ledger (ISG PDL), Shahar Steiff directed strategic research and standardization initiatives focused on enterprise-grade distributed ledger technologies. Under his leadership, the group advanced the development of critical industry specifications, technical reports, and recommendations that shape the implementation and deployment of permissioned blockchain solutions across various sectors.

His chairmanship focused on driving consensus among industry stakeholders to establish robust technical frameworks, security protocols, and interoperability standards for permissioned distributed ledgers. The group's work encompasses key areas including architecture specifications, operational guidelines, governance frameworks, and security requirements, helping organizations implement reliable and scalable distributed ledger solutions.

Through this role, Steiff guided ETSI's contribution to the evolving landscape of enterprise blockchain technology, ensuring that standards development aligns with industry needs while addressing crucial aspects of security, scalability, and interoperability in permissioned blockchain environments. (2023-2024).

GSMA - DLT work Group

As Chair of GSMA's Distributed Ledger Technology (DLT) Working Group, Shahar Steiff led industry initiatives to advance the adoption and implementation of blockchain solutions across the telecommunications sector. Under his leadership, the group identified and developed high-impact use cases for DLT applications, focusing on improving operational efficiency, security, and innovation within the global ICT ecosystem.

The working group's mandate includes evaluating emerging DLT applications, developing implementation guidelines, and fostering collaboration among mobile operators and technology providers. Steiff directed efforts to explore transformative applications of blockchain technology in areas such as roaming agreements, digital identity management, IoT device authentication, and settlement processes.

Through strategic leadership of this GSMA initiative, Steiff facilitated industry dialogue and knowledge sharing that accelerated the practical adoption of DLT solutions, helping telecommunications providers leverage blockchain technology to address complex operational challenges and create new business opportunities. (2023-2024).
